Incident at RED DEER REGIONAL AB (CYQF) (Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

2003-07-21: GKFE reported Sylvan Lake and received airport advisory. Shotly after, GXQC reported 5 west and received airport advisory which included GKFE as traffic. A few minutes later GXQC advised traffic in sight and indicated joining downwind on Runway 34 behind the traffic. GKFE then reported downwind followed by GZCP reporting on the downwind. This was GZCP's first call on the MF. GZCP was the aircraft that GXQC had seen on downwind. GKFE did not see GXQC until they were both turning left base. Result was confusion on all pilot's part as to who first, second and third in the circuit. GXQC overshot due to spacing problems.
