Incident at EDMONTON INTL AB (CYEG) (Conflict - loss of separation, ATS operating irregularity)

Summary

2003-07-18: JZA 8442, a DHC-8, was approximately 87 NM south of Edmonton (YEG) on J537 enroute from Calgary to Fort McMurray via the YEG VOR climbing from FL 200 to FL 220. COA 1962, a B737-500 was approximately 92 miles south of YEG on J537 descending from FL 350 to 10,000 feet inbound for a GELLE 2 arrival at YEG. The Edmonton Controller descended COA 1962 to pass behind and under JZA 8442. A loss of separation occurred at 0223Z when COA 1962 passed behind JZA 8442 with 100 feet vertical and 4.5 NM lateral separation in an area where required separation is 1,000 feet vertical or 5.0 NM lateral. Vertical separation was re-established at 0224Z.
2003-08-07: UPDATE ANS and Airspace reported that Nav Canada will conduct an Operational Safety Investigation concerning this incident.
