2003-07-08: Runway 07/35 at Fort McMurray is NOTAM'd closed (0345Z-1200Z) due to construction but is available with 30 minutes prior notice for medevac flights. The pilot of C-GWIP, a Beech Bonanza, called FSS from the west apron at 0458Z requesting an advisory for departure. The pilot was informed of the airport situation. There were numerous construction personnel on the runway and taxi areas. The pilot then taxied via Taxiways Alpha and Delta onto Runway 25 and departed westbound without the construction personnel being clear of the runway. The pilot appeared to be unconcerned with the people on the runway and had not been given authorization to proceed onto the runway or taxiways.
2003-07-11: UPDATE Nav Canada added that Runway 07/25 at Fort McMurray was NOTAM'd as unavailable except for medevac aircraft with 30 minutes prior notice and ATIS information November reflected this information. At 0458Z, the pilot of C-GWIP, a Beech Bonanza, contacted the FSS from the West apron requesting information about possible departure areas. Without receiving an advisory, the pilot entered Taxiway Alpha and proceeded down Taxiway Delta while the FSS was attempting to co-ordinate with vehicles on the manuevering areas. C-GWIP entered the runway at Delta and taxied slowly as 3 or 4 large trucks were proceeding from the west half of the runway eastbound. Once past the vehicles, C-GWIP departed westbound at 0507Z.
