Incident at PRINCE ALBERT (GLASS FIELD) SK (CYPA)

Summary

2003-06-23: TW 281, a Saab 340, departed on an IFR flight plan from Prince Albert (YPA) for Saskatoon at 0325Z and the crew was cleared to maintain 10,000 feet. TW 281 was then observed deviating west of course for weather and was observed on radar, level at 4,700 feet. At 0338Z, TW 281 was observed descending below the minimum IFR altitude of 4,000 feet. When asked, the crew advised they were descending to remain clear of weather. When the Controller advised he was unable to issue a clearance below the minimum IFR altitude, the crew cancelled IFR and proceeded VFR on a Company Itinerary.
