Summary

2003-06-20: N5ZQ, a privately-owned Lancair 320, was on an IFR flight from Kuujjuaq to Iqaluit and the pilot was cleared to maintain 7,000 feet. MPE 437, a B737, departed Iqaluit for Ottawa and was cleared to maintain 6,000 feet. The first radar contact with N5ZQ was when the a/c was 24 NM south of Iqaluit at 5,000 feet and MPE 437 was southbound 10 miles from Iqaluit, climbing to 6,000 feet. The pilot admitted his error and thought he could descend because he was in uncontrolled airspace.
