Incident at SLAVE LAKE AB (CYZH) (Conflict - loss of separation, ATS operating irregularity)

Summary

2003-06-23: UPDATE ANS and Airspace reported that NAV CANADA will conduct an Operational Safety Investigation concerning this occurrence.
2003-06-20: TGO 993, a Beech King Air C90, was IFR at FL 240 from City Centre airport in Edmonton to Yellowknife. C-FMPO, a Pilatus PC-12, was IFR at FL 240 from Fort McMurray to Grande Prairie. The Controller noticed the pending confliction and TGO 993 was instructed to turn right. Separation became reduced to 3 miles in an area where 5 miles or 1,000 feet is required.
2003-06-24: UPDATE TSB reported that the Transport Canada Beechcraft C90A, registration C-FGXE, was IFR from the Edmonton City Centre airport to Yellowknife at FL 240 operating under CAR 703. An RCMP PC-12, registration C-FMPO, was IFR from Fort McMurray to Grande Prairie also at FL 240. The Controller observed the pending conflict and instructed the Beechcraft to turn right. Separation became reduced to three miles in an area where five miles or 1,000 feet is required. Both aircraft were in IMC weather at the time.
