Incident at REGINA INTL SK (CYQR)

Summary

2003-06-16: At 2051Z, a radar target squawking 1200, 25 miles northeast of Regina (YQR) was observed climbing above 12,500 feet without clearance. The a/c continued climbing to 14,500 feet. At 2105Z, YQR FSS was able to contact the pilot. C-GQPU was radar identified at 14,500 feet, 35 miles east YQR. The pilot then descended to 9,500 feet. No other a/c were involved.
