Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (Incursion - runway - aircraft, Alleged Canadian Aviation Regulations (CARs) infraction)


2003-06-11: CAV 7523, a HS 748, was taxiing for departure at Winnipeg and was observed by the Controller to be taxiing to position on Runway 31. No communication with the airport Controller had taken place. The Snowbirds were 3 miles on final for Runway 31 and a landing clearance had been issued. The airport controller instructed CAV 7523 to exit the runway and the Snowbirds landed without incident. The preliminary investigation is ongoing but a review of the tower tapes indicates CAV 7523 taxied onto Runway 31 without authorization.
2003-06-13: UPDATE TSB reported that the Hawker Siddeley HS 748, C-GSBF operated by Calm Air as flight CAV 7523, was taxiing for departure at Winnipeg as the Winnipeg International Air Show was ending. The crew was given taxi instructions to hold short of several taxiways, and was eventually instructed by ground to taxi via Charlie Taxiway to Runway 31. The aircraft was taxied onto the threshold of Runway 31 without authorization while the 8-plane Snowbird formation was turning base leg and had been cleared to land by Tower. A Tower Controller change was taking place at the time and CAV 7523 was not observed taxiing onto the runway. When CAV 7523 reported to Tower they were in position on the runway the Controller instructed the crew to taxi off the runway. CAV 7523 taxied clear of the runway and the Snowbird formation landed about two minutes later without incident.
