Incident at CALGARY INTL AB (CYYC) (Communication error, ATM - other)
2003-06-05: On May 27, 2003, a NOTAM was issued concerning live ammunition disposal near Calgary valid at May 28 2200Z. Edmonton ATOS followed procedures and placed the NOTAM in their distribution list for the following day, however, the NOTAM was not sent to Calgary Terminal Control or the ACC Shift Manager until approximately 2225Z on May 28. A Nav Canada internal investigation revealed that no aircraft were affected. ANS and Airspace was aware of the occurrence and advised that the system that is in place for distributing NOTAMS was established, but a human error resulted in the message arriving at the affected sector 20 minutes late. Unit Operations have reviewed the radar tapes and have advised TC that no aircraft were vectored through the airspace. After discussing the issue with the NAV CANADA Regional Safety Manager and Unit Operations Manager, ANS and Airspace is satisfied that there is a system in place for the distribution of operational information that affords the necessary level of aviation safety. It is recommended that the inspection team should review their system for detecting and correcting errors of this kind.
