Incident at KUGAARUK NU (CYBB) (Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

2003-05-22: Both C-GUKO, a PA-31 Navajo and C-GOVW, a PA-23 Aztec, departed Kugaaruk airport without making contact with the CARS operator.
2003-12-02: Aerodrome Safety advised that they had spoken to the pilots and the Cars Operator who was on duty at Kugaaruk Airport at the time of this event. The Cars Operator confirmed that he was outside getting the hourly weather sequence for Kugaaruk when the aircraft departed. The pilots stated that they called the Cars Station four or five times on the Mandatory Frequency without success. The pilots broadcasted their intentions on the M/F and then departed. Once clear of the zone, the pilots did a blind transmission advising air traffic of their intentions on the in route frequency of 126.7.
