Incident at YELLOWKNIFE NT (CYZF) (TCAS alert, Conflict - near collision (VFR or IFR))

Summary

2003-05-28: UPDATE TSB decided not to investigate this incident and Nav Canada will not be looking into it either.
2003-05-20: The crew of FAB 853, an ATR 42 inbound IFR to Yellowknife (YZF) from Cambridge Bay, advised Yellowknife Tower of a TCAS resolution advisory when the flight was 25 NM north of YZF at 9,500 feet. The crew stated that the traffic passed within 300 feet. The only known traffic was AT 602, a DHC-6 Twin Otter, which departed VFR from YZF at 2049Z outbound to the north. AT 602 had been cleared enroute frequency at 2056Z. First contact with FAB 853 was 10 DME at 2107Z. Aircraft landed safely at 2111Z. TSB will be looking into this occurrence.
