Incident at PRINCE ALBERT (GLASS FIELD) SK (CYPA)
2003-05-14: The pilot of C-GRXC, a Cessna 310, advised Prince Albert FSS via cellular phone of a total electrical failure and that he was inbound for an arrival. The pilot was uncertain of the status of the landing gear, so a low pass was arranged with company personnel who believed that the left main was not locked. The pilot conducted a manual gear extention and made several passes. AFF were on standby. Company and pilot were satisfied that all gear was locked. Aircraft landed safely on Runway 08 at 2051Z. Numerous aircraft were delayed up to 20 minutes. TSB will contact the operator.
2003-05-15: UPDATE TSB reported that the Cessna 310R, registration C-GRXC, was conducting a fire patrol flight east of Prince Albert when the pilot experienced a total loss of electrical power. He carried out the appropriate checklist and advised FSS. Prior to landing he completed a manual landing gear extension and several passes over the field with fire fighting crews and equipment standing by, and then completed a successful landing on rwy 08. An inspection revealed that a starter relay had shorted in the closed position, knocking the generators off line, and draining the battery.
