Incident at YELLOWKNIFE NT (CYZF) (Incursion - runway - vehicle, Aerodrome - other)

Summary

2003-05-14: MPE 462, an F-28, was on final for Runway 33 at Yellowknife when the crew was instructed to overshoot by Tower. The flight was then cleared to land on Runway 09 due the loss of communication with the driver of Staff 26, an airport truck which was on Runway 33. It was reported that the driver's mobile radio had dead batteries. Tower also used a light gun to contact vehicle driver, but he did not respond. Airport personnel used another vehicle to escort Staff 26 off the runway.
2003-12-01: Aerodrome Safety advised that the driver of Staff 26 is a senior employee at the airport and a lead electrical hand there. The airport were experiencing a number of electrical problems due to excessive melting which was causing havoc with electrical cables which service the runway lights. When the runway lights were flashed off and on the electrician thought he had discovered the problem with the lights not realizing that tower personnel were attempting to get his attention. The driver did not know that the batteries for the mobile radio were dead, and was therefore unaware of the loss of communication. The airport manager counselled the individual and in all likelihood it will be required that he rewrite the AVOP exam.
