Incident at WINNIPEG / ST. ANDREWS MB (CYAV)

Summary

2003-05-05: The privately-licenced pilot of C-GQPN, a Piper Cherokee, was taxiing for departure on Runway 13 at St. Andrews airport when he crossed Runway 18 without clearance. ATC had instructed him to hold short. Also, when Runway 13 is active, the airport recorded ATIS message states that pilots are to call Tower for taxi clearance while holding short of Runway 18. In this case, the pilot mistook that as holding short of Runway 13 and he crossed Runway 18 by mistake. This is the second incursion by this FTU at the same location on the airport in the last 60 days (CADORS 2003C0331).
