Incident at NORMAN WELLS NT (CYVQ) (Conflict - potential, ATS operating irregularity)


2003-05-06: UPDATE ANS and Airspace reported that NAV CANADA will hold an Operational Safety Investigation concerning this incident.
2003-05-05: At 2000Z, the driver of Staff 23, a Norman Wells airport truck, was authorized to drive onto Runway 09/27. At 2004Z, the crew of NWL 186, a DHC-6 Twin Otter, reported inbound, estimating 5 minutes. Staff 23 was not requested to vacate the runway as per the FSS MANOPS. At 2006Z, C-GJUB, a Cessna 172, taxied for departure on Runway 27. The vehicle was not included in the FSS airport advisory to the pilot, nor the driver of Staff 23 advised of the taxiing aircraft. C-GJUB departed from Runway 27 with the vehicle still on the runway. The pilot of C-GJUB later reported that he never saw the vehicle. Staff 23 exited the runway prior to the arrival of NWL 186.
