Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG)

Summary

2003-05-05: The pilot of C-FAPO, a Rockwell 114, was taxiing for departure from Winnipeg when he taxied across the hold line for Runway 31 without authorization. ZIP 6240, a B737, was on a 2 mile final for Runway 13 at the time. The pilot had been issued and read back the hold short instructions twice. When the a/c was observed crossing the hold short line, the Controller instructed him to stop, which he did. The crew of ZIP 6240 was asked if they could accept landing clearance with C-FAPO inside the hold line at the far end of the runway. ZPI 6240 contunued and landed uneventfully. A NAV CANADA investigation revealed that the Controllers followed all ATC procedures.
