Accident at SASKATOON / JOHN G. DIEFENBAKER INTL SK (CYXE)

Summary

2003-04-23: UPDATE TSB reported that the Swearingen Metro, C-GERW operated by Northern Dene Airways as flight KA 1050, was starting engines on apron one at Saskatoon. A baggage handler for another operator was towing a train of three baggage carts. The last two baggage carts separated from the train, crossed the apron, and struck the left propeller of the aircraft. One baggage cart was propelled under the aircraft into the right propeller. There were no injuries, and the aircraft sustained substantial damage.
2003-04-22: KA 1051, a Metro III with 3 people on board, was parked at Saskatoon and the crew was preparing for departure to Prince Albert. The crew had started number 1 engine and was in the process of starting number 2 when the Captain noticed movement close to the a/c. A ramp attendant was towing 3 baggage carts with a mule when 2 carts came loose and rolled into the left propeller and one cart was propelled underneath the a/c into the right prop. The props were substantially damaged but no one in the a/c or on the ground was injured. TSB has been in contact with the parties involved.
2003-04-28: UPDATE Aerodrome Safety reported that the baggage handler was removed from his position and given counseling. The airport authority at Saskatoon is conducting an investigation. The Airport operations group located a small pot hole on the tarmac which was caused by a frost heave or a winter pop and the hole was repaired. A lip between the asphalt and cement was located in the area where the baggage cart separated this was also identified as a possible depression in the apron surface. Aerodrome Safety has requested that the Saskatoon Airport Authority inspect the baggage carts which were involved in this event and to focus on the locking mechanisms.
