Incident at WEYBURN SK (CJE3)

Summary

2003-04-09: The pilot of C-GVOB, a Piper Aerostar, had filed a VFR flight plan from Gillette, Wyoming to Weyburn, Saskatchewan but it was not activated when he departed. Edmonton FSS were asked to close his flight plan on arrival but they had no knowledge of his flight. Edmonton FSS called Casper, Wyoming FSS to inquire about the flight plan and they advised that the pilot had not called to open his flight plan when he departed. The pilot disagrees, claiming he did.
