Incident at HIGH LEVEL AB (CYOJ) (Conflict - potential, ATS operating irregularity)

Summary

2003-04-03: The crew of C-GAFQ, a Metro III inbound IFR to High Level (YOJ) from City Centre airport, was cleared to descend to 6,000 feet on the YOJ 138 degree radial. GLR 772, a Beech 1900, was departing YOJ for Edmonton and the crew was cleared to climb from 5,000 to 17,000 feet on the 120 degree radial and cross 17 DME at 12,000 feet or below. The Radar Controller subsequently cleared GLR 772 to maintain 5,000 feet. Separation required in this area is 1,000 feet vertical and the initial clearance did not assure safety.
