2003-04-01: At 1846Z, the crew of CNS 614, a Metro III, received a departure advisory for Runway 13 at High Level. At 1847Z, while they were backtracking, CNS 614 asked FSS if there was an aircraft on final. FSS confirmed there was an unidentified aicraft on final to Runway 13. The unidentified aircraft overshot Runway 13 and was seen making a left turn. FSS advised CNS 614 of the aircraft's position and requested that CNS 614 attempt contact on 126.7. CNS 614 continued backtracking and was able to contact the pilot of the aircraft. CNS 614 departed on Runway 13 and the unidentified aircraft landed on Runway 13 at 1856Z. After taxiing clear of the runway, the aircraft was identified by FSS as a PA-31, C-GRQH
. The pilot advised FSS he attempted to contact High Level FSS on the MF. He joined the circuit downwind left hand. He also advised that he contacted Edmonton FIC on 126.7 and received the YOJ altimeter setting. The latest High Level visibility sent on the weather circuit was 8 SM. Visibility at the time of the occurrence was 2 SM on a decreasing trend. Visibility decreased to 3 SM just prior to CNS 614 start-up. YOJ FSS called Edmonton FIC and FIC advised they had no contact with the aircraft on YOJ 126.7 at time of occurrence.
