Incident at BRANDON MUNI MB (CYBR)

Summary

2003-03-28: CFC 341, a military CC-130 Hercules, was doing local exercises at the Brandon Airport and was circling overhead the airport for streamer drops, bundle drops and live paradrops. CFC 341 had completed 1 steamer drop and 1 bundle drop and was making another approach for Runway 26, intentions unknown. The pilot of C-FDRR, Cessna 172, received an airport advisory and taxied for departure on Runway 08. When C-FDRR commenced his takeoff, both CFC 341 and C-FDRR were transmitting on the local frequency at the same time and FSS (while receiving C-FDRR's entire transmission) only received the end of CFC 341's transmission (""live paradrop button 26""). When asked to repeat the transmission, the crew of CFC 341 advised that the jumpers were away. FSS then observed the paratroopers and asked the pilot of C-FDRR if the flight had the paratoopers in sight. The pilot of C-FDRR rejected the takeoff due to the close proximity of the paratroopers to the runway. As a result of this incident, C-FDRR had to reject a takeoff, MSTG 91, a Beech King Air, was forced to overshoot and C-GXBO, Cessna 172 was delayed on arrival.
