Incident at 20 NM S of EDMONTON INTL AB (CYEG)
2003-03-27: UPDATE TSB reported that the Corpac Canada Ltd. Jetstream BAe 31, operating as CPB 440, was cleared to descend from 17,000 to maintain 10,000 on approach for Edmonton City Centre (Blatchford Field). Three minutes later, CPB 440 was cleared to maintain 12,000 to provide separation from a departing WestJet 737-200, flight WJA 71, from the Edmonton International airport; WJA 71 was cleared to 11,000. A loss of separation occurred when CPB 440 descended through 12,000 feet. When advised by the Controller that the assigned altitude was 12,000, CPB 440 arrested the descent at 11,500 and climbed to 12,000. Separation achieved between CPB 440 and WJA 71 was 2.34 nm and 500 feet where 3 nm or 1,000 feet is required.
2003-03-26: CPB 440, a BAe 31, was inbound to City Centre Airport (YXD) from Calgary and the crew was cleared to descend from 17,000 to 10,000 feet. At about the same time, WJA 71, a B737-200, departed from Runway 12 at Edmonton International Airport (YEG) and was cleared to 7000 feet. Shortly after, the crew of WJA 71 was cleared to 11,000 feet and CPB 440 was re-cleared to 12,000 feet for traffic. At 0110Z, the Edmonton Arrival Controller noticed that CPB 440 was descending through 11,800 feet and advised the crew that the cleared altitude was 12,000 feet. CPB 440 reached 11,500 feet before climbing and leveling off at 12,000 feet. A loss of separation occurred when CPB 440 descended through the cleared altitude of 12,000 feet with WJA 71 at 11,000. Separation required is 3 NM or 1,000 feet vertical. Separation achieved between CPB 440 and WJA 71 was 2.34 NM and 500 feet vertical.
