Incident at THOMPSON MB (CYTH) (ATS operating irregularity)

Summary

2003-03-25: At 0030Z, Thompson FSS called Winnipeg ACC requesting an IFR clearance for SGK 911. A clearance was issued to the Thompson VOR to work between the 330 and 360 degree radials at 20 to 40 DME. The FSS made an error on the readback and the Controller missed it. On initial contact the pilot of SGK 911 questioned the clearance limit and the Controller corrected him. The pilot then queried the FSS. Separation was assured because vertical was being used.
2003-03-28: UPDATE ANS and Airspace reported that Nav Canada plans no further action concerning this occurrence.
