Incident at EDMONTON CITY CENTRE / BLATCHFORD AB (CYXD) (FOD (foreign object debris), Aerodrome - runway or taxiway surface condition, ATM - inaccurate aeronautical information)

Summary

2003-03-06: The Cessna Citation 750, registration C-FTEN, sustained FOD damage to the fan sections of both engines (Rolls-Royce Allison AE-3007C1) during a landing at the Edmonton City Centre (Blatchford Field) airport. Representatives from the engine manufacturer boroscoped the engines and determined that the cores were not damaged. Both fan sections were removed and forwarded to a repair station. Freezing rain had fallen approximately 40 hours prior to the occurrence. In order to improve braking, runway maintenance crews had applied 5 mm crushed angular mineral aggregate ('buckshot') to the runway. The most recently submitted Aircraft Movement Surface Condition Report (AMSCR) indicated that sand had been applied to the runway as an ice control material. The associated NOTAM stated the runway surface was covered with compact snow and made no reference to the presence of sand or aggregate. Nav Canada is reviewing the Canadian Class I NOTAM Procedures Manual, including the procedures reflecting the issuance of AMSCR's.
