Incident at FORT McPHERSON NT (CZFM) (Aerodrome - other)
2003-03-04: AKK 109, a Beech 99, was inbound for Runway 29 at Fort McPherson and the CARS O/C advised the crew of vehicles on the runway. A plow/truck was being escorted by a snow blower, however the vehicles were on opposite ends of the runway. The snow blower was stuck on the threshold of Runway 29. By the time that the plow/truck had arrived at the threshold of Runway 29, the crew of AKK 109 advised that they would be landing on Runway 11. Both vehicle drivers were told to hold their position and with both vehicles on the threshold of Runway 29, AKK 109 landed on Runway 11 without incident.
2003-03-24: UPDATE Aerodrome Safety reported that the Airport Manager at Inuvik flew south to Fort McPherson to speak with the APM there, as well as the other airport operators. They collectively reviewed the Airport Vehicle Operators Permit (AVOPS) requirements. Our main concern was the lack of communication. Since this community has regular scheduled air service, the CARS operator should have been notified immediately once the problem was identified. The operator could have then alerted any incoming aircraft which would allow the flight crews to continue, divert to an alternate or return to there departure point.
