Incident at CAMBRIDGE BAY NU (CYCB) (Blown tire/wheel failure, Aerodrome - runway or taxiway surface condition, Aerodrome - other)

Summary

2003-02-28: At 1708Z, C-GFYN, a DHC-6 Twin Otter, backtracked for departure from Runway 31T at Cambridge Bay. At 1711Z the pilot advised the CARS O/C of a flat tire and that he would have to unload, repair the tire before proceeding off the runway. C-FZEB, a Cessna 337, was inbound to Cambridge Bay and overflew the runway before landing without incident at 1819Z. A NOTAM had been issued by Artic Radio at 1752Z and cancelled at 1827Z advising off the Runway 13T/31T closure because of the disabled aircraft.
2003-03-05: UPDATE Aerodrome Safety reported that the APM of Cambridge Bay airport contacted the Winnipeg Aerodrome Safety office 5 minutes prior to the Cessna 337 landing to inform us of the situation. As we understand it, there as no other option was available to the incoming a/c and therefore no further action is required.
