Incident at EDMONTON CITY CENTRE / BLATCHFORD AB (CYXD) (Incursion - runway - vehicle, Communication error, Aerodrome - other, ATM - other)


2003-02-24: Truck 63 had been granted permission to work on Runway 16/34 at City Centre airport by the Control Tower. The Tower then closed for the night and responsibility was handed over to Edmonton FSS. A short while later, the FSS specialist discovered that Truck 63 was now working on Runway 12/30. The operator then granted permission for the truck to operate on Runway 12/30. No aircraft were involved.
2003-03-24: UPDATE Aerodrome Safety reported that the crews operating Truck 63 plus one were cleared to work the full length of Runway 16/34, which would have included the intersection of Runway 12/30. At this time, the Control Tower closed and passed the operations to FSS at Edmonton International to operate City Centre airport remotely. As the trucks had completed their work on 16/34, they began to clear the intersection and then requested that the lights for Runway 12/30 be turned on so that they would not run over the lights. Although the FSS replied that they did not have permission to be on 12/30, the lights were turned on and permission was given for them to work on 12/30. The lights for both runways would have been required to do a proper job of cleaning the intersection and the next course of action would have been to begin clearing 12/30. The permission to clear full length on 16/34 did not/could not prohibit the operators from driving through the intersection and that part of 12/30. It is thought that this was miscommunicated on the radio and some further clarification would have been appropriate. Although airport staff have not received a transcript from the Tower, they have conveyed that it remains ambiguous as to where the trucks were exactly. City Centre will not be taking any disciplinary action as they do not believe this to have been an incursion. However, airport management will brief the staff to clarify as much as possible their location and keep the controlling authority informed of their intentions on the airfield.
