Summary

2003-02-20: GPZO a Piper PA34 received an IFR clearance to depart Peace River with a restriction to cross 20 DME on course at 5,000 feet or below. After departure the flight did not follow this restriction, instead they climbed above 5,000 when they were still inside 10 miles.
