Incident at GRANDE PRAIRIE AB (CYQU) (Conflict - near collision (VFR or IFR), Communication error)

Summary

2003-02-19: C-FFQP, a Piper PA-28 Cherokee,took off from the Grande Prairie, Airport (CYQU) for a local flight and departed the Class E control zone to the north. The aircraft eventually proceeded southbound, arcing about 2 miles west of the control zone. C-GPSV, a Jetstream 3112, operating as SB 53T, was on a local training flight, conducting a simulated VOR instrument approach to Runway 07. When C-GPSV was inbound about 2.2 DME from the VOR, descending through 4,000 feet, the crew received a TCAS advisory of traffic 100 feet above. Shortly after they steepened their descent, C-FFQP passed slightly ahead, and between 200 and 400 feet above them. Both aircraft were in VFR weather conditions. The crew of C-GPSV monitored the Mandatory Frequency (MF), and the pilot of C-FFQP monitored 126.7 with a second radio tuned to the MF with the volume turned down.
