Incident at HIGH LEVEL AB (CYOJ) (Conflict - loss of separation, Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

2003-02-14: The pilot of BXH 501, a Piper Navajo, was cleared to hold on the 135 degree radial and 20 DME fix of the High Level VOR at 6,000 feet, and subsequently cleared to 4,000. NCB 188, a Beech King Air, was cleared for an approach with a clearance to cross AGNIT intersection inbound at 7,000 feet. BXH 501 did not establish the hold on the 135/20 DME fix, but instead proceeded to hold on the High Level VOR. Separation was planned for BXH 501 to remain in a hold 20 DME southeast at 6 and then have NCB 188 descend from 7,000 feet after passing AGNIT inbound, a point on final approach at about 8 miles final. Separation achieved is estimated at about 3 miles, at the time that NCB 188 crossed through the altitude of BXH 501.
