Incident at LA RONGE (BARBER FIELD) SK (CYVC) (Conflict - loss of separation, ATS operating irregularity)

Summary

2003-02-14: TW 600, a Cessna 441, and KN 1050, a Metro III, were IFR, flight planned Prince Albert to La Ronge. Initially vertical separation was in place. The second aircraft (TW 600) requested the same altitude as the first aircraft (KN 1050). DME distance was checked indicating the aircraft were separted by 22 DME miles. TW 600 was issued clearance to maintan FL 180 (same altitude as KN 1050). Longtitudinal separation being applied was 20 DME miles. The second aircraft was 45 knots faster, which eroded the required separation to 19 DME miles, at which time TW 600 was given descent clearance.
2003-03-04: UPDATE ANS and Airspace reported that Nav Canada will conduct an Operational Safety Investigation (OSI) concerning this occurrence.
