Incident at LETHBRIDGE AB (CYQL) (ATS operating irregularity)

Summary

2003-02-13: The crew of BXH 454, a Beech King Air medevac flight, reported inbound to Lethbridge and the FSS provided an Airport Advisory for Runway 05. Truck 80 was working on Runway 05/23 at the time. BXH 454 then called 3 mile final for Runway 05. Truck 80 was requested then to leave the runway and BXH 454 landed without incident. The FSS had not requested that Truck 80 leave the runway 5 minutes prior to the ETA as per MANOPS.
2003-04-08: UPDATE ANS and Airspace reported that this event will be the subject of an Operational Safety Investigation (OSI) by Nav Canada.
