Incident at WINNIPEG / ST. ANDREWS MB (CYAV) (Incursion - runway - vehicle)
2003-03-04: UPDATE Aerodrome Safety reported that Runway 18/36 was the active runway. Loader 221 was on Taxiway Echo and advised to hold short of 18. Sweeper 150 was on Apron IV and advised to hold short of Taxiway Bravo to allow an a/c to pass on Taxiway Bravo. The a/c passed Taxiway Bravo and down Taxiway Charlie to Runway 18 to take off. Sweeper 150's restriction to hold short of Taxiway Bravo was cancelled and was advised to hold short of Runway 18. The a/c took off and Loader 221 was 'cleared to enter Runway 18 / unrestricted'. Sweeper 150 was aware of Loader 221's clearance to enter Runway 18 / unrestricted and observed Loader 221 proceeding onto Runway 18. In anticipation of clearance to cross Runway 18 / unrestricted, Sweeper 150 entered Runway 18 and then requested permission to enter Runway 13. The operator of Sweeper 150 indicates he may have thought he was given permission to proceed unrestricted as well. However, his recollection is unclear on this point. The Tower during this occurrence was going through a personnel change and there may have been some confusion as to what was going on with the equipment on the field as well. The operator in question was aware that Loader 221 was already on Runway 18 and therefore no A/C would be using the Runway 18. The operator may have been distracted by other factors which are being addressed. It has been stressed to all personnel to maintain situational awareness, to take direction from the Tower and to observe restrictions on the field until cleared otherwise (i.e. not to anticipate or assume direction from the Tower).
2003-01-31: Runway 18 at St. Andrews airport was the active runway and the driver of Maintenance 150 was restricted to hold short of Runway 18. Maintenance 150 then was observed crossing Runway 18 as he was asking for clearance to enter Runway 13.
