Incident at DAUPHIN (LT. COL W.G. (BILLY) BARKER, VC APRT) MB (CYDN) (Incursion - runway - vehicle)


2003-01-17: At 1552Z, the driver of Tractor 155 reported off Runway 14/32 at Dauphin airport and again at 1633Z, the driver reported off. In both cases, there had been no calls made to Winnipeg FSS to request authorization to be on the runway. There was no aircraft traffic at the time.
2003-01-21: UPDATE Aerodrome Safety contacted the Airport Manager at Dauphin who also was the vehicle operator in this occurrence. The APM advised that he was working on the grass area knocking down snow drifts east of Runway 14/32 and was well clear of Runway 08/26. He had spoken with FSS staff at Winnipeg FSS prior to going out to the runway and believes they should have known that he was there. Aerodrome Safety spoke with Winnipeg FSS operations staff who felt that the second call advising Winnipeg of the operators position wasn't made. Aerodrome Safety suggested that Winnipeg FSS personnel when in doubt call the operator on frequency or the land line prior to filing an incident report. The APM was advised to make sure FSS knows where and when he is on the airside of the airport.
