Incident at EDMONTON CITY CENTRE / BLATCHFORD AB (CYXD) (Incursion - runway - vehicle, Conflict - potential)


2003-01-27: UPDATE Aerodrome Safety reported that in discussions with ATC and the Airport Operator, a problem was identified concerning communication procedures of the lead vehicle, of a two or more vehicle snow clearing unit. As a result of both groups working together, an enhanced operating procedure was developed to prevent a recurrence. ATC management has reviewed the occurrence and the enhanced their operating procedures with the Controllers. The vehicle driver has re-written the site AVOP exam and completed the practical test. RECOMMENDATIONS: ATC and the Airport Operator, through a co-operative effort have developed a safe and appropriate communication procedure for lead maintenance vehicles. No further action is required at this time.
2003-01-17: Trucks 63 and 65, working in tandem at City Centre Airport, were instructed to hold short of Runway 34. The instuctions were acknowledged by the vehicle drivers. C-GRGW was given take off clearance on Runway 34, but the pilot had not started his takeoff roll when Truck 65 crossed Runway 34 at the interesection. Once the vehicle was contacted and instructed once again to hold short of Runway 34, C-GRGW was re-cleared for take off.
