Incident at FORT McPHERSON NT (CZFM) (Aerodrome - visual aids, ATM - other)

2003-01-15: UPDATE Aerodrome Safety reported that on December 31, 2002 the Fort McPherson CARS O/C suspected the ARCAL to be unservicable and issued a NOTAM as such. An inbound Aklak Air aircraft on January 02, 2003 was able to activate the ARCAL. For the inbound flight, the CARS main radio was unserviceable and the OC had to use her backup radio. The airport manager is investigating into who is responsible for radio repairs or replacement for the CARS communications equipment. The Airport Manager's actions are appropriate. As the ARCAL is functional and radio communications are re-established, no further action is required.
2003-01-02: The Fort McPherson CARS operator was unable to contact the crew of AKK 201, a Beech King Air 200 on approach to Fort McPherson, nor was he able to activate the ARCAL lighting system from the radio positon. AKK 201 was able to activate the ARCAL and landed without incident. The CARS operator set up the backup transceiver until repairs are made.
