Incident at YARMOUTH NS (CYQI) (Conflict - loss of separation)

Summary

2003-10-29: Update - ANS & Airspace: Two opposite direction aircraft, a Westbound UAL979 (B767) and an Eastbound AAL44 (B767) were both at Flight Level 360. Once the Moncton ACC controller realized that Boston had not yet cleared the Eastbound aircraft to FL370 turns were effected. However this was not accomplished in time to maintain the required 5 nautical mile separation. The Eastbound B767 was instructed to descend. Spacing decreased to approximately 4.2 Nautical Miles. Nav Canada will be conducting an investigation.

2003-10-29: TSB Update - 2003-10-29 - A03A0117: AAL44, an American Airlines Boeing 767 was en route from New York to Paris at FL360. UAL979, a United Airlines Boeing 767 was en route from London to New York at FL360. Control of AAL44 was transferred to Moncton ACC from the Boston ARTCC and, at the time, the Moncton controller believed that Boston had already cleared the aircraft to FL370. When the controller noticed that AAL44 was at FL360, she issued turn instructions to both aircraft and cleared AAL44 to descend to FL350. Separation between the two aircraft eroded to approximately 4.2 miles laterally and less than 1000 feet vertically where 5 miles lateral and 1000 feet vertical are required. NAV CANADA is convening an OSI to investigate the incident.
