Incident at FREDERICTON INTERNATIONAL AIRPORT

Summary

2003-10-24: At 1811Z, VAL791 a medevac flight landed on Runway 27 with a vehicle on the Runway. During the aircraft's VOR approach to Runway 27 the aircraft advised it would be circling for a landing on Runway 33. A Vehicle operating on the airfield had a hold short instruction for Runway 33. The aircraft advised 3 times on it's approach of their intention to circle for Runway 33 but at last moment VAL791 elected to land on Runway 27. The Fredericton FSS advised the B100 of the vehicle on Runway 27. The FSS informed the medevac flight it would call when the vehicle was clear. The aircraft then advised he had the vehicle in sight and landed on Runway 27 while the vehicle was still on the runway.
2003-10-27: Update from Aerodrome Safety and ANS and Airpace - The vehicle was clear of the runway when the Medivac flight touched down. The vehicle had cleared and was positioned between the threshold of Runway 27 and the approach lights.
