Incident at J.A. DOUGLAS MCCURDY SYDNEY AIRPORT
2003-10-20: FTSJ a PA23 reported 33 Nautical Miles North West of Sydney at 0247Z. The Sydney FSS did not have any information on this aircraft, and requested whether the aircraft was on a flight plan. TSJ reported he was on a flight plan. After arrival the FSS querried Halifax if they had a flight plan on the aircraft. Halifax replied that they had a proposed flight plan from Saint John to Sydney with a departure of 0130Z. Saint John advised Halifax that the aircraft was still on the ground in Saint John. Sydney FSS then informed Halifax that the aircraft was on the ground in Sydney and had departed from Moncton. The aircraft made a flight from Moncton to Sydney with no flight following or alerting service.
2003-10-22: Update - ANS & Airspace The aircraft initially filed an IFR Flight Plan from Moncton to Sydney. Then he called the Halifax FIC to change it to a VFR Flight Plan. The FIC does not keep IFR F/Ps on file, so he had to refile, as VFR. In the process of doing that, the Specialist came to the belief that the departure point was Saint John, instead of Moncton, ( CFTSJ- CYSJ ?) The departure point of SJ was confirmed at least twice, and the WX briefing that was given used Saint John WX and METARs, which the pilot did not question. The aircraft then departed from Moncton, and when the tower asked if it was an IFR flight, the tower was told the F/P had been changed to VFR. the Tower then asked if the flight wanted flight following, which was accepted and coordinated with the ACC. This all resulted in a flight which went from Moncton to Sydney, and was provided with flight watch.
