2003-10-17: An Airbus A319 (ACA601), which was taxiing for departure to Toronto at approximately 2018Z, requested clearance. The FSS relayed the request to Moncton ACC who then informed the FSS that prior permission was required for flights to Toronto. Moncton ACC advised aircraft could expect clearance at 2038z. The Airbus held in Taxiway B from 2020Z till 2035Z. The aircraft departed at Fredericton at 2038Z. The Fredericton FSS was unaware of APREQ at time of ACA601 request for clearance. The Moncton ACC shift manager is investigating. Subsequent investigation by QM ACC shift manager revealed the following: A YZ Ground Delay program was in effect until 0330Z; It had been implemented in stages beginning at approximately 1630Z affecting only HZ (YZ was dealing directly with HZ TWR on an APREQ basis); The program was expanded to include all of the QM FIR airports at approximately 1730Z; The low supervisor advised staff that the program was in effect and prior approval for all YZ departures was required; The incoming low supervisor had been briefed that the program was underway; As best as can be determined, some but not all, outlying facilities has been advised at this time (based on traffic flight planned to YZ); At 2020Z, when the above noted aircraft requested its clearance in Fredericton, the YFC FSS was not aware that the Ground Delay program for Toronto was in effect and should have been. The pilot of ACA601 should also have known that delays were occurring at Toronto.
