Incident at SAINT JOHN NB (CYSJ) (TCAS alert)

Summary

2003-09-26: Jazz flight 8862 (a Dash8) was inbound to Saint John from Montreal. While on final for Runway 23 the aircraft received a TCAS alert due to WOLF32 (a Bell 412 Helicopter from Gagetown), which was passing overhead of the Dash8 by 2000ft. WOLF32 stated his altitude encoding capability was unserviceable. The Jazz flight was concerned because his TCAS did not tell him if the traffic was above him or below him.
