Summary

2003-09-24: Moncton Tower reported that Morningstar Maintenance Tug #615 was towing an aircraft at night without running lights. The vehicle was questioned about the activity. There was another aircraft operating in the area at the same time. The vehicle operator replied that turning on the nav lights would wear out the aircraft battery and proceeded onto the maneuvering area without lights on the towed aircraft.
