Incident at FREDERICTON INTERNATIONAL AIRPORT (Other operational incident, Fuel - starvation, Communication error, Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

2003-09-17: At 1400Z GJMQ a Hawker Hunter F MK 58 initially reported exiting CYR724 and entering the Fredericton Control Zone at 3 miles. The aircraft did not provide the Fredericton FSS with 5-minute notice prior to entering the Zone. At the same time the aircraft declared minimum fuel on the initial contact. This has occurred on the four previous flights conducted out of and into the Fredericton Airport. Another Hawker Hunter GZIB was also inbound, and although the two aircraft were not in formation, GJMQ declared minimum fuel for GZIB. The pilot of GJMQ was questioned about the procedure and informed the FSS that this would be normal operating procedure for every flight.
