Incident at FREDERICTON INTERNATIONAL AIRPORT

Summary

2003-09-11: BLR6285 a Fairchild Dornier 328-300 operated by Atlantic Coast Airlines from Boston reported a TCAS alert while on approach to Runway 27 at Fredericton. The TCAS indicated traffic within 1 mile laterally and 200 feet below, between the YFC VOR and the threshold of Runway 27. BLR6285 leveled off and continued the approach after the TCAS indicated the traffic was behind him. The pilot advised via telephone that he had no visual contact with the TCAS reported traffic. During the approach, known traffic was a regional jet holding in Taxiway A, a C172 on the left downwind for Runway 27, a Bell 412 inbound from the south headed to the FC NDB, a PA31 inbound from the south for landing Runway 33, and several B412s operating in the Camp Gagetown area. No traffic was observed from the Fredericton FSS on the approach to Runway 27 other than BLR6285. The helicopters and the C172 we all observed visually and did not appear to be in conflict with the approaching aircraft. The C172 downwind for Runway 27 had reported the J328 visual and had extended his downwind leg to accommodate its arrival. All other traffic departed and arrived normally after the BLR6285 arrival at 1438Z.
