Incident at GANDER INTL NL (CYQX) (Communication navigation surveillance/air traffic system, ATS operating irregularity, ATM - other, ATM - operations)
2003-08-19: Gander experienced a power failure at the transmitter site. This may have been caused by a bump in the commercial power supply, however the backup diesel power generator did not start, and the switching unit switched to a neutral position. As a result all VHF transmissions in Gander had to be switched to backup, which are located at the Gander ACC. The most impact was to Gander IFSS, which lost all Transmit capability on HF. As a result, after approximately 40 minutes and the problem had not been resolved, Gander ACC contacted Shanwick ACC and requested to have an additional 3 minutes added to the separation between aircraft as part of the mitigation plan. Commercial power was restored at the site at 1059Z. Backup transmitters became available with the power being restored approximately 5 minutes later. The backup power is still not available. Personnel are on site and working to correct the problem. Shanwick was contacted and restrictions that were imposed were cancelled. The Shanwick supervisor confirmed that there was no operational impact on traffic while the restrictions were in place.
