2003-08-05: A Piper PA32 (N5529J) arrived at Charlottetown at 1710Z from Bar Harbour Me. with no filed trans-border flight plan. The Pilot stated he had filed an IFR but cancelled the flight plan when weather improved and did not re-file a VFR flight plan. The Pilot did contact Canada Customs before departure. TSB - NIL
