Incident at SAINT JOHN NB (CYSJ)

2003-07-29: N14GD (CL64) departing Saint John for Bonaventure was cleared for departure on Saint John Runway 23 with a SID. The Aircraft turned left immediately after take-off and reported climbing to 5000 feet (the SID altitude). Moncton ACC maintained separation with over flying traffic at 8000 feet. When queried about the left turn, the pilot reported that he perceived the FSS instruction to 'report leaving the circuit' as an instruction to fly the traffic circuit with a left turn.
