Incident at WABUSH NL (CYWK)

Summary

2003-07-21: Jazz flight 8711 departing Wabush for Sept-Iles requested the Wabush 0900Z Metar prior to taxi at 0915Z. The Wabush FSS provided the 0909Z Special Weather of 1/8 SM FG VV003 11/10 A2978 RMK FG8. Flight 8711 then indicated it's intention to taxi to position Runway 19 where the crew would establish if they had the required 1/4 mile visibility. The FSS informed the aircraft that the visibility was below CAP minima and an occurrence report would be filed. The FSS obtained clearance from Montreal center and advised of JZA8711 intentions. JZA8711 taxied to position 'reported 7 lights visible' then departed at 0922Z.
