Incident at SAINT JOHN NB (CYSJ)

2003-07-15: A Fixed Gear Velocity arrived in Saint John from Bangor without a flight plan. When queried, the pilot stated that he had filed a flight plan with Bangor FSS, and it he thought it had been automatically opened with Bangor Tower. He was not aware that this trans border VFR flight requires that a pilot open a Flight Plan directly with the FSS unit. As a result the aircraft entered Canadian Airspace without an active flight plan. TSB - NIL
