Incident at 60 NM W of Charlo

Summary

2003-06-18: A flight of two CF18's (QUIL51) was returning to Bagotville on a round-robin flight from Bagotville to CYR724 (Camp Gagetown). After a communication transfer to a new control sector in Moncton ACC, QUIL51 encountered radio problems; The two aircraft could receive transmissions and acknowledge with transponder signals, however Moncton ACC could not hear aircraft transmissions. After coordination with Montreal ACC (Hautearrive sector), Moncton ACC instructed the aircraft to descend from FL310 to FL290. QUIL51 acknowledged by squawking ident. QUIL51 descended below the cleared altitude before contacting Montreal ACC. Controllers in both ACC's observed the descent below cleared altitude. There was no other traffic.
